MINNESOTA BASEBALL ASSOCIATION, INC. MINUTES OF THE BOARD MEETING SATURDAY-SUNDAY, MARCH 13-14, 2004 HOLIDAY INN, ST. CLOUD Meeting called to order by President Odman at 1:00 pm. Roll call showed all directors present motion Brennan, seconded Fiemeyer, carried, to accept the minutes of the previous meeting as mailed. Motion Richter, seconded Roufs, carried, to approve the pro player questionnaire of Zachary Schara to play for Austin. Motion Wegscheid, seconded Fischer, carried, to approve the pro player questionnaire of Wade Whitworth to play for Perham. Motion Brennan, seconded Wegscheid, carried, to reinstate Troy Heifort for the 2004 season; he will play for St. Francis. Motion Richter, seconded Forsman, carried, to approve Tony Klaers to play in a wood bat league in North Carolina, return to St. Francis for post season play only if he meets the (4) game eligibility rule. Motion Fischer, seconded Forsman, carried, to approve Matt Middendorf to play for the Lenior Oilers of the southern collegiate league, return to Elrosa for post season play, only if he “meets the (4) game eligibility rule. Motion Richter, seconded Wegscheid, carried, that the MBA Board will take action to release Mike Yrjo of Redwood Falls to play for Fairfax. Mike Yrjo sent a letter to the state and sat out all of the 2003 season as he was not granted release from Redwood Falls. Motion Richter, seconded Fiemeyer, carried, to approve the merger of Wadena - Deer Creek; this will be the name they will play by. Players will be grandfathered in, rosters will be frozen, all players must be released, and new contracts signed. Player radius will start at Wadena. Motion Wegscheid, seconded Fischer, carried, to approve the Austin Greyhounds to play in a tournament at Evansville, ill. 7/1-4/04. Motion Fiemeyer, seconded Brennan, carried, to approve the Land O’Ducks leagues with the exception of Alexandria to have a 35-mile player radius; Alexandria will stay at 25 miles. Motion Forsman, seconded Fischer, carried, to approve the North Star Leagues East-West-Central request to have a 15 mile player radius. The three leagues would also be used for eligibility requirements. Motion Fischer, seconded Wegscheid, carried, to approve tournament sanctions for Fairmont 6/25-27/04 - Perham 6/4-6/04. After a lengthy discussion on section alignment and with some thankful input from Mike Berry section 1 commissioner: a motion by Odman seconded by Wegscheid, carried, to put Hayfield/Austin in section 1 for the 2004 season. Voting against the motion Roufs and Forsman. Mankato, should they field a team, would join section 4. Motion Wegscheid, seconded Odman, carried, to change the July meeting in Belle Plaine-Jordan from the 17th, to the 10th. Motion Richter, seconded Fiemeyer, carried, to grant the following to play non MBA Teams. (Milroy) Larch Wood, IA. Brookings, Castlewood, Lake Nordon. S.D. Fairmont) Lake County, IL. - Brookings, S.D. (Perham) Fargo Mudhens, Jamestown merchants, Wyndmere. Also for all teams in the Perham Tournament to play Jamestown Elks. Being no further business. Motion Forsman, seconded Wegscheid, carried. to adjourn at 5:00 p.m. Bob Zellmann Sunday, March 14, 2004 Meeting called to order by President Odman - at 1:00 p.m. President Odman greeted the assembly and league supplies were handed out by roll call. There were (72) dedicated people in attendance. Vice president Jim Fischer reviewed changes in the 2004 MBA handbook. Some of the changes are, players inside the 494/694 loop will not be allowed to go outside the loop to play on class “B” or “C” teams. However any player that wishes to play class “A” regardless of residency, will be allowed to Play class “A” ball (with) State Board permission on a case by case basis. (2) Once a player has received his release from his current team he is eligible to sign with any team that he resides within the radius of. The player does not need any additional release from the town he resides in. (3) A first year player who resides within the corporate limits of a city who has a team in the MBA (needs) a. Release from his home team. (4) All new contracts must be mailed to the state secretary within two weeks of their signing date. (5) No host sites shall be allowed to host another state tournament for (10) years. (6) The pro slide rule will be adopted for the 2004 season. Jeff Milene of Rochester came before the board saying that work is being done on the parks, and everything looks good for the 2006 state tournament. Motion by Wegscheid, seconded Fischer, carried. To approve the player radius for the Stearns County Leagues at 6 miles, and no 10-run rule. Motion Roufs. Seconded Zellmann, carried, to pay Neil Schlagel/Herald Journal Publishing $500.00 To operate our web site.
