From Bob Zellmann Motion Brennan, seconded Barry, carried, to accept the minutes of the previous meeting as mailed. Bruce Brinkman, representing the Winona Baseball Club, came before the board requesting they be accepted into the MBA as a Class C team, they would play in the Twin River League. A letter from the Twin River League was received saying they would accept Winona into the league. After a number of questions by the board, a motion by Roufs, seconded by Wegscheid, carried, that Winona would be classified as a C team. They will be on probation for one year, their current roster will not be grandfathered in, and they will follow all the rules and guidelines of the MBA Handbook. Letter was read from Milroy Baseball, and was duly noted. Letter was read from Mike Poppitz and was duly noted. The board reviewed the MBA Handbook with the following changes made. 1. League and team registration was changed from June 1 to April 1. This was changed so the board could set up the regions and sections at a earlier date. The commissioners meeting with the board will also be changed from June to the April meeting. 2. Starting in 2006, all leagues that have C teams must have a minimum of four C teams to be eligible for post season play (any exception to this rule will be reviewed by the board). 3. Residence: A player must physically live in residence full-time to qualify for establishing residency. 4. College residence rule: A full-time college student may use either their parent’s home and 25-mile radius, or their college address and 25-mile radius. After completion of college the player may choose only the currently used residence and 25-mile radius. Once they have chose a college residence they must re-establish their residence to go to any other team they would like to go to, including their parent’s residence. 5. Serviceman Rule: We added discharged. 6. Classification: We added reclassify a team at any time. 7. Tournament rules: Added to #10 (any personal that a team wishes to have in their dugout will be allowed. Motion by Forsman, seconded Barry, carried, to approve all changes made in the 2006 MBA Handbook. Joe Serratore came before the board requesting that the Austin Blue Sox be re-classified to Class C. He stated he was losing a few players, one his ace pitcher, and that there were other teams in the state that should be playing Class B and were not. After many questions and a lengthy discussion, the board told Serratore they would consider his request and act on it at the January meeting. The board next discussed a number of teams they felt should be looked at for re-classification. After going over the list, a motion by Barry, seconded Wegscheid, that none of these teams be re-classified. Voting for the motion Forsman, Wegscheid, Brennan, Barry. Voting against the motion - Hartmann, Rademacher, Roufs, Zellmann, Richter. Motion defeated 5-4. After discussing this matter to further lengths, a motion by Forsman, seconded Rademacher, carried, to re-classify the following teams to Class B Green Isle, Elko, Moorhead Brewers, St. Francis, St. Cloud Orthopedics, Granite Falls. This is a preliminary motion only. The board will make their final decision on re-classifying these teams at the Jan. 7, 2006 MBA Meeting. The meeting will be at the Holiday Inn, St. Cloud, starting at 11 a.m. Teams that have been mentioned should attend this meeting and will be given a chance to defend their case on this matter. Teams that feel there is no need to attend this meeting will automatically be classified B. A letter will be sent to each team involved in reference to this meeting. A calender of events were gone over and approved. President Richter appointed board duties for the 2006 season. A letter was read from Marc Weisenburger, who coaches the Minnesota Starz, which are a 18-and-under baseball program. He would like to play some of our amateur teams. After some discussion, motion Roufs, seconded Rademacher, carried to deny this request. Reason, to protect our Legion teams, as well as to protect players with high school eligibility in his program, as well as in ours. Being no further business to come before the board, motion Brennan, seconded Hartmann, carried, to adjourn.
