Meeting called to order by President Odman at 1 pm

Roll call showed all directors present

Motion Forsman, seconded brennan, carried, to approve the minutes of the previous meeting as mailed.

In attendance: Class "A" Commissioners Kent Brevik - Minneapolis, Bob Smith - St. Paul, Shawn Vellek - Riverview, Bill Nelson, Mark and Dean Jorgensen.

The class A commissioners came before the board with some concern on the 494/694 boundary. As it is now there are some teams outside this boundary that play Class A and they have a few more teams that are showing interest in joining them. Their request is to have some wording that would allow other teams or players to come into the loop without penalty. After some discussion, motion Roufs, seconded Richter, carried to delete rules three, four, and five on page 10 of the MBA handbook, and replace with this new wording "The board shall have the authority to classify/reclassify all teams considering A, B, or C. Players inside the 494/694 loop will not be allowed to go outside the loop. To play on class B or C teams. Any player that wishes to play class A regardless of residency will be allowed to play class A ball with state board permission on a case by case basis.

The board then went over the by-laws in the MBA handbook. Several changes were made which will be noted in the new handbook. Some of the changes are as follows:

· Deadline on drafted players being sent to state secretary will be midnight of the day section or region tournament is completed.

· Ticket prices will stay at $7 for one game or the entire day.

Motion Roufs, seconded Fiemeyer, carried, to delete rule E and F in the MBA handbook page 10.

Motion Roufs, seconded Fiemeyer, carried to delete "A player that resides within the corporate limits of another city having a team in the MBA, he must be released by that team, article 9-B MBA handbook. Voting against the motion Wegscheid and Fischer. Motion carried.

Motion Fiemeyer, seconded Brennan, carried to add to article 10-D "All player contracts should be filled with the league secretary before participating in a game.

Motion Forsman, seconded Wegscheid, carried to delete rule E article 10

Motion Roufs, seconded Fiemeyer, carried to add to article 11 "Once a player has received his release from his current team, he is eligible to sign with any team that he resides within the radius of. The player does not need any additional release from the town he resides in. If the player is a first time MBA player, he does not need a release signed.

Motion Roufs, seconded Odman, carried, to change the wording in article 22-C page 23 MBA handbook to read "No host sites shall be allowed to host another state tournament for 10 years" the old was five years.

At the annual meeting the pro slide rule vs the college slide rule was discussed with a show of hands 18-6 in favor of the pro slide rule. Taking this into consideration, motion Wegscheid, seconded Fiemeyer, carried that starting with the 2004 season the MBA will go back to the pro slide rule.

Motion Roufs, seconded Wegscheid, carried to approve the Blaine Fusion to participate in the NSPBA shoot out in Diamond Yards in Indiana.

President Odman appointed the directors committees for 2004.

After some discussion by the board on classification, a motion by Forsman, seconded Fischer, carried, to reclassify Green Isle and Hayfield/Austin to class B.

At the annual meeting there was a proposal from Belle Plaine-Jordan on a new state tournament format. After reviewing this matter, the board put together five proposals which they would like all leagues to look at and give their input on what they would like. We urge you to respond to this survey. Send your tournament choice to Secretary Zellmann, Box 246, Norwood, MN 55368 before the March 13-14 MBA meeting.

2. 16-B last eight double elimination, 16-C last four double elimination, 54

3. 8-B single elimination, 32-c single elimination, 38

4. 16-B single elimination, 32-C single elimination, 46

5. 8-B double elimination, 16-C single elimination, 33

Next meeting of the MBA will be Saturday, Jan. 24 at the Holiday Inn, St. Cloud at 11 am. State tournament bid letting will be at noon.
